After eight years as governor, Bill Owens will leave office January 9th. He’s had an up-and-down ride. There've been economic gains – and slumps. Cuts in taxes – and in important programs. Owens comforted the state during tragedy: the shootings at Columbine High School. He championed new projects, such as expansion of I-25 and the southeast light rail.
