Fire restrictions are in effect across much of the state, as Coloradans head into the woods for Memorial Day weekend. But limits on campfires were not able to prevent the Hewlett Fire, which burned more than 7600 acres northwest of Fort Collins. It was started by a man camping legally, whose cookstove was knocked over by the wind. John Shulz with the Larimer County Sheriff's Office says a lot of factors go into deciding when local governments impose limits on fires, and how strict they should be.
