New Laws Mean Less Jail Time for Some

The state prison population in Colorado declined last year for the first time. And next month a series of new laws take effect that ought to reduce the number of people behind bars even more. That's partly what Governor Bill Ritter had in mind when he convened the Colorado Commission on Criminal and Juvenile Justice. Peter Weir is the chairman; he's also the director of the Department of Public Safety. He speaks with Ryan Warner.
