Oil and gas development is a deeply divisive issue in Colorado, especially when it occurs near homes. Yet this state is known nationwide for oil and gas compromise in one area: regulating methane emissions. In 2014, Colorado passed landmark methane rules that other states copied. So did the federal government. But, what have these rules achieved?
