Aspen City Council passed the ordinance in 2011, banning the use of plastic bags and requiring grocers to charge $0.20 for paper bags.
Last year the ski area maintained enough snow to stay open for the holiday weekend, but the warm winter dashed this year's chances.
One council member said a $100 "selfie" with a bear is a drop in the bucket for a tourist who is paying $500 a night for a hotel room.
The permits, available only online through Recreation.gov on a first-come, first-served basis, will be required year-round.

"We still remain behind typical conditions for this time of year in terms of open terrain and base depth," said Vail CEO Rob Katz.
High visitation has littered Conundrum with human waste. In response, the Forest Service may soon require backpackers to pack it out.
If approved, the Forest Service plan based on years of data and an extensive review process, could take effect as soon as summer 2018.
Aspen set the 100 percent renewable goal in 2006 as part of its Canary Initiative, a climate action plan aimed at reducing the city’s carbon footprint 30 percent by 2020.
