A measure to permanently cap tuition hikes at Colorado's public colleges and universities has been rejected in the state Legislature.

The Senate Education Committee voted 5-4 on party lines Thursday to reject a bill to extend the current 6 percent hike cap indefinitely. The defeat was a blow to this year's Democratic agenda.
