Next fiscal year could bring a lot of changes for Colorado's citizens and businesses -- a new tax on candy bars and sodas, higher college tuition and less money for public schools, an end to tax breaks for everything from software to bull semen.Those are all proposals in the budget governor Bill Ritter presented to the legislature's budget committee this week.CPR's Megan Verlee reports.
