A rosary is draped over a portrait of 17-year-old Jessica Hernandez in her Thornton, Colo., home on Wednesday, Jan. 28, 2015. The teenager was killed after she allegedly hit and injured a Denver Police Department officer while driving a stolen vehicle in northeast Denver alleyway.

After reviewing the January shooting, Morrissey concluded "this was a defensive shooting by both officers."

Hernandez was killed while in a stolen vehicle in northeast Denver alleyway on Jan. 26. Police say that she drove at an officer and injured him. Medical records indicate that the officer's medical records indicate that he suffered a “possible avulsion fracture of the ankle,” Morrisey wrote in a letter.
