Denver's police watchdog says a new policy limiting when officers can fire on moving vehicles will improve public safety if well-enforced.

Independent Monitor Nicholas Mitchell's report released Wednesday comes after two officers fatally shot a 17-year-old girl who was fleeing in a stolen Honda.
