Just after Lt. Gov. Joe Garcia announced he'd step down later this year, an opinion piece ran in The Denver Post. The title: "Does Colorado need a Lieutenant Governor?" That has to sting if you've spent nearly six years doing the job -- and Garcia says he's accomplished much. He leaves the post to return to the world of higher education. Garcia spoke to Colorado Matters host Ryan Warner.
