Governor John Hickenlooper isn’t on this year’s ballot, but there is still a lot at stake for his administration in this election, like whether the state will be able to pay for new school reforms and whether there will be enough money to police the recreational marijuana industry. And with a secession question on the ballot in 11 rural counties, this election will also be a referendum on whether the governor is really managing to govern the whole state.
