The Denver City Council has agreed to pay $140,000 to settle a lawsuit filed by a woman who claims officers used excessive force against her. The Denver Post reports the council vote approves the payment for Irene Rodriguez, who claims she has permanent injuries from the 2010 incident.

The suit says a woman who was covered in blood knocked on Rodriguez's door and asked to use a phone. Responding officers took the bloodied woman into custody and ordered Rodriguez to show her hands. The suit says Rodriguez speaks Spanish and doesn't understand English, so she failed to comply with officers' commands.
