The Denver City Council approved a new approach to help the chronically homeless Monday night. The city will sell social impact bonds to private investors and use the money for services for about 250 homeless individuals. The investors would earn a return on what the city saves if the program lowers costs by keeping the homeless out of the criminal justice system.
