For decades, lawmakers who've wanted to put new money into state services have had a problem: Colorado voters almost never agree to tax increases. But this year Democratic lawmakers think they've found ways to bring hundreds of millions of dollars in for transportation and new tax credits. CPR's Andrew Kenney and Bente Birkeland explain how they plan to do it.
