This week, state officials told the federal government how they'll implement a key provision of the new federal health law: that people refused coverage for pre-existing conditions must have a new, reasonably affordable option for coverage. The federal government is giving Colorado about $90 million through 2014 to set up this new so-called "high risk pool."
