Free Rides, Impact Fees Part of Northern Colo. Rail Proposal

A new nonprofit group thinks it’s found a novel way to come up with the money to connect Denver, Greeley and Fort Collins by rail. The group proposes to build a $3 billion commuter rail system to connect communities in Larimer and Weld Counties and link with commuter rail in the Denver metro. CPR’s Pat Mack has more.
