The Denver Metro Fair Housing Center sent whites, Latinos and African-Americans posing as renters to more than two dozen apartment complexes in the six metro counties.
They found that whites were treated more favorably than blacks 67 percent of the time and more favorably that Latinos 91 percent of the time.
Fair Housing Center spokesperson Arturo Alvarado says the discrimination often took the form of providing different services to different people.
"In one case our Latino tester was told about two units available, and the same day with the same agents, a white tester was told about seven units available," Alvarado said.
In another case, Alvarado said the black tester was shown only the most expensive units while the white tester was shown more variety.
The state’s Civil Rights division reports finding probable cause in just three housing discrimination cases last year, down from eight the year before.
