Colorado may become the first state to cap the price for a pharmaceutical drug it says is unaffordable. Then, Dr. Antonia Novello is used to breaking barriers as the first woman and first Hispanic person to serve as the U.S. Surgeon General. She held that office from 1990 to 1993.
