In 2010 state lawmakers and Colorado hospitals came up with a plan to draw more federal funding to the state. Hospitals would pay new fees into Colorado's Medicaid program, which Uncle Sam matches dollar for dollar. That's meant about $500 million a year in new federal money. Most of that goes directly to hospitals, so most get their fee contribution back and then some. But there are some issues with how the money is being spent. CPR Health Reporter Eric Whitney explains.
