A Democratic state lawmaker unveiled his plan yesterday to raise sales and income taxes to help shore up about a billion and a half dollars for education. The measure would change state law, and would be a citizens' initiative on the ballot this fall. But as Bente Birkeland reports from the state capitol, the initiative faces a long road ahead.
