Governor John Hickenlooper has signed a broad executive order on hydraulic fracturing. It creates a task force to clarify whether the state or local governments have the authority to regulate oil and gas drilling. The task force is also charged with determining whether new regulations are needed. As Bente Birkeland reports from the state capitol, this comes after several bills trying to deal with the issue have already failed this legislative session.
