Veterans Affairs Secretary Robert McDonald attends as a luncheon at the National Press Club in Washington, Friday, Nov. 6, 2015.

McDonald told a United Veterans Committee of Colorado banquet about progress on the project, the Denver Post reports.

"Since we discovered errors in construction, we offered reforms," McDonald said. "We have changed how we design, bid and construct facilities."

The hospital's cost -- $1.68 billion -- is now five times higher than the initial estimate from 2004. It was supposed to be completed in 2013, one of many deadlines that were never met.
