Tanya Bell was living in Arvada in what's called a host home. The state was paying her hosts to take care of her. Instead, they contributed to her death. An investigation by Rocky Mountain PBS finds these host homes are largely unregulated, and that while there are plenty of capable hosts there's also abuse and neglect.
