Some neighborhoods in the northeast part of Denver are struggling -- particularly Elyria-Swansea and Globeville. These communities lie on both sides of I-70. There, homes intermingle with warehouses. Residents say streets are poorly lit, there aren't enough police, and stray dogs roam the neighborhood. The area sometimes smells like pet food, because of a Purina plant nearby.
It’s been described as “the forgotten part of Denver.” But the mayor’s office wants to change that.
