Higher Education Proposal Released

Senate leaders unveiled a bi-partisan proposal yesterday that would give colleges and universities more independence from the state, and flexibility to increase tuition. Lawmakers say the changes are necessary to keep the higher education system in tact. Bente Birkeland has more from the state capitol.
