The Colorado Senate is debating a controversial bill to lift the Arveschoug-Bird spending cap. Backers say the move gives them more flexibility to budget wisely. Opponents warn of run-away spending. And the whole thing is likely to end up in court. KCFR's Megan Verlee reports.
