Round-Up: Army writes PCMS letter; New SLV refuge conservation plan

The secretary of the Army has told Colorado's senators that the military has no plans to expand a training site in southeast Colorado for at least five years...and, the US Fish and Wildlife Service is beginning a four-year long process of developing a new conservation plan for the Alamosa, Monta Vista, and Baca National Wildlife Refuges.
